The Alliance was established in consultation with the German Federal Foreign Office and the Federal Ministry of Defence to inform intergovernmental deliberations ahead of the May 12-13, 2025, UN Peacekeeping Ministerial in Berlin. The Ministerial takes place at a pivotal time for the future of UN peace operations and multilateral crisis response. GAPO’s mission is to provide concrete, evidence-based policy recommendations and elevate the collective voice of civil society in global peace and security dialogues.
As part of this effort, Stimson experts are contributing to the Alliance’s shared policy agenda. Lisa Sharland, Senior Fellow and Director of the Protecting Civilians and Human Security Program, and Andrew Hyde, Senior Fellow and Director of the Multilateral Financial Diplomacy and Powering Peace Programs, are providing analysis on the protection of civilians peacekeeping partnerships, the interface between peacebuilding and peacekeeping, and the intersection of peacebuilding and renewable energy.
Stimson’s recent work will also be featured in key Alliance events. On 12 May, 2025, Sharland will speak at the GAPO Symposium in Berlin on “The Future of Protection of Civilians,” highlighting insights from recent research and multi-stakeholder dialogues convened by the Stimson Center. Leading up to the Ministerial, GAP will convene a series of in-person and virtual events —including seven side events and an online workshop on April 29 —to review and refine policy proposals stemming from eight collaborative policy papers and nearly 20 issue briefs authored by member organizations.
The Global Alliance for Peace Operations webpage will host all outputs and event updates and serve as an ongoing resource for knowledge-sharing among peace operation experts and institutions.
