Cybersecurity in the Indo-Pacific

Strengthening capacity for Indo-Pacific cybersecurity through international law, norms, and confidence-building measures addressing regional priorities

The Indo-Pacific faces escalating cyber threats from state-sponsored attacks and criminal networks alike. Limited technical capacity, fragmented governance, and competing national interests hinder collective response efforts, while digital dependency grows amid uneven implementation of international cyber norms and confidence-building measures.

This project seeks to strengthen capacity for more robust implementation of international law and norms among countries of the region, in line with promoting cyber accountability and alternative approaches to cyber deterrence.

It builds on the Stimson Center’s initial Cyber Accountability project and relates to Stimson’s project on Countering Online Scam Operations.

Through workshops, online engagements and research, the project will produce recommendations for improving capacity to reduce cyber threats and unpack regional understandings about accountability gaps and challenges in Southeast Asia.

This project will elevate analysis and perspectives on cybersecurity priorities through collaboration with two of Stimson’s longstanding platforms for emerging policy analysts, South Asian Voices and the Strategic Learning Initiative.
