Stimson Center Welcomes Douglas Shaw as New Technology and Global Security Program Director
October 27, 2026

Washington, D.C. — The Stimson Center is pleased to announce Douglas B. Shaw’s appointment to launch and direct the Center’s new Technology and Global Security Program.

In his role as Senior Fellow and Director, Shaw will lead a team of experts applying emerging and converging technologies to protect international peace and security, with a particular focus on risk reduction, policy innovation, and practical governance. As rapid technological change is reshaping the global security landscape, Shaw’s own work focuses on how artificial intelligence and other emerging technologies create novel risks and opportunities for preventing nuclear war.

Prior to joining the Stimson Center, Shaw served as Senior Associate Provost for International Strategy at the George Washington University, Director of Policy Planning at Georgetown University, and in leadership roles in several nongovernmental organizations. Shaw began his career at the U.S. Arms Control and Disarmament Agency, working to successfully extend the Nuclear Non-Proliferation Treaty, and later worked at the U.S. Department of Energy to secure weapons-usable nuclear materials in Ukraine from theft or diversion.

The new Technology and Global Security Program combines Stimson’s Partnerships in Proliferation Prevention and Converging Technologies programs, building on long-standing work on emerging technologies, preventing the spread or use of weapons of mass destruction, nuclear security and safeguards, and responsible technology governance. It will bring together research, convening, foresight, and applied tools to help governments, international organizations, industry, and civil society anticipate and manage technology-driven security challenges, while working at the nexus of Stimson’s technology-related activities across traditional and non-traditional security domains.

“Technological innovation is changing human reality at astounding speed, creating new risks and opportunities all around us,” said Shaw. “The Stimson Center’s Technology and Global Security Program will work to leverage this change to prevent the use and spread of weapons of mass destruction.”

“I’m delighted to welcome Doug to Stimson as Director of this new and exciting program,” said Acting President and CEO Rachel Stohl. “Douglas’ deep expertise at the nexus of technology and international security aligns with the Stimson Center’s longstanding commitment to addressing emerging threats. I am grateful for his leadership as the program builds on this legacy with an eye towards the future of technological development and risks.”
