Report No 18: The U.S. Senate and CWC Ratification: The Price of Inaction

A compilation of essays by Senator John Glenn, Michael Moodie, Sheila Buckley, Amy Smithson, Michael Krepon and H. Martin Lancaster, the report argues that much would be lost were the Senate to continue to shirk its constitutional responsibilities. The report calls for a Senate debate to discuss the pros and cons of the CWC; argues that the CWC deserves to be ratified by the United States; and concludes that much harm could come from the U.S. Senate’s failure to consent to ratification.
