During the separate visits of the Pakistani Prime Minister Nawaz Sharif and Chief of Army Staff General Raheel Sharif to Washington in recent months, observers dismissed the prospect of meaningful changes in Pakistan’s security policies or in the U.S.-Pakistan relationship.
