This paper was originally prepared for a report presented at the Center for Naval Analyses April 11 workshop. This workshop report presents an overview of the issues discussed and the papers contributed by individual panelists who are recognized experts in their fields. The collection of papers examines the security implications for Japan of its unresolved territorial disputes and the associated consequences for the U.S.-Japan alliance.
