Tracy Rouleau

Tracy Rouleau is the President and Founder of TBD Economics, LLC which brings bring clear, high quality and understandable economic analysis to government, private, and non-profit firms. She is a Senior Fellow at the Center for the Blue Economy and Editorial Board Member for the Journal for Ocean and Coastal Economics. Prior to starting TBD Economics, she was Deputy Chief Economist for NOAA, the nexus for coordinating, empowering, and catalyzing the integration of Social, Behavioral and Economic sciences across the Agency. Her interests center on valuing benefits provided by nature, specializing in natural coastal infrastructure and restoration; developing innovative, value-based tools to support sustainable fisheries; and the intersection of climate change, risk, and coastal resilience. She holds an MA in Environmental Studies/Coastal
Resource Economics from San Jose State University, and completed her Ph.D. coursework and exams in Marine Policy/Fisheries Economics at the University of Delaware.
