Countries of the Global South face significant challenges in meaningfully addressing the complex nonproliferation obligations of UNSCR 1540 and their related commitments as signatories to the Biological Weapons Convention, Chemical Weapons Convention, and Nonproliferation Treaty. The international community should take note of innovative approaches that are yielding real results and support efforts to move beyond “performative” non-proliferation.
