越南軍方領導人日前再次邀請中國軍艦訪問越南的重要國際港口金蘭灣。有分析稱，金蘭灣是越南用來製衡中國的重要籌碼，越南藉此將與中國在南中國海的爭議國際化，但是也有人說，越南對包括中國和美國的所有國家開放金蘭灣，顯示越南並不想激怒中國，這是越南在改善對美關係的同時也向中國示好。

華盛頓智庫史汀生中心（Stimson Center）的高級研究員孫韻解釋說：“中國說，越南要把金蘭灣用到極致，它的意思是說，越南在國際關係中一貫把金蘭灣作為籌碼，去拉攏與俄國和美國的關係，現在又把中國拉進來，實際上是要把金蘭灣的戰略效應發揮到最大化。”
