Stimson Overseas Contingency Operations report cited in U.S. News

The White House and Congress are endangering national security by misusing a part of the defense budget usually reserved for waging war, according to a new study.

The analysis from the Washington, D.C.-based Stimson Center argues that President Barack Obama and lawmakers on Capitol Hill have become too comfortable using what’s called the Overseas Contingency Operations Fund to overcome restrictions on defense spending. That part of the budget was initially established during the George W. Bush administration for waging war in Iraq and Afghanistan and is governed by fewer restrictions than the normal defense allocation process to keep up with the fast pace of war.
