A recent, intense period of budget negotiations in Congress has made one thing clear: the real negotiations have yet to begin. As House Budget Committee Chairman Tom Price (R-Ga.) conceded, “budgets are ideological documents.” On the defense side, lawmakers have accomplished plenty in their push toward a vote on the NDAA in the House this week and deliberations on defense appropriations to follow. Unfortunately, while Congress has been steadfast in its ability to move bills, lawmakers have yet to prove they can make the lasting decisions that will allow the Department of Defense to plan for the years ahead.
