The Stimson Center’s Environmental Security Program welcomes Carolyn Gruber as Deputy Director and Fellow. Gruber brings a range of experience in international environmental policy, international fisheries management, and marine conservation to the program. Her research will focus on identifying linkages between IUU fishing and global security, as well as help coastal communities build climate resilience through the CORVI project.

Gruber most recently served as a Foreign Affairs Officer with the U.S. Department of State’s Office of Marine Conservation in the Bureau of Oceans and International Environmental and Scientific Affairs. Previously, she was a Foreign Affairs Specialist with the National Oceanic and Atmospheric Administration’s National Marine Fisheries Service (NOAA). Read Gruber’s full bio.

Sally Yozell, Senior Fellow and Director of the Environmental Security Program, said, “I am thrilled that Carolyn is joining our team as Deputy Director. Carolyn’s marine science and international environmental policy background has given her insights into how best to engage and design solutions to the threats facing coastal communities. Her proven track record at the State Department and NOAA makes Carolyn a great addition to help lead our growing team as we work to safeguard economic, ecological, and climate security around the world.”

“I am so pleased to be joining the team at Stimson. With nearly a decade in the federal government supporting global ocean policy, I am ready to put ‘research to action.’ I am excited to add value to the team working on innovative solutions to combatting IUU fishing and support our climate resilience experts as we take CORVI worldwide,” said Gruber.
