Victoria K. Holt, Former Senior State Dept. Official, Appointed Managing Director

Washington, DC — The Stimson Center today announced the appointment of Victoria (Tori) K. Holt, a former U.S. Deputy Assistant Secretary of State and leading expert on international security, as Managing Director.

Holt will join the management team and oversee Stimson’s work on international institutions, security and conflict, and U.S. foreign policy. She will also oversee Stimson’s congressional fellowship program.

“Throughout her remarkable career, Tori has distinguished herself as a leading strategic thinker both outside of government and as a dedicated U.S. diplomat,” said Brian Finlay, Stimson Center President and CEO. “I could not be more pleased that Tori agreed to take this new role at the Center following her years of leadership at the State Department. Her expertise and record of impact will strengthen Stimson as it looks to the future and celebrates its 30th Anniversary. I welcome her to the leadership team and look forward to working with her to advance Stimson’s important work around the globe.”

Holt’s career spans Capitol Hill, the State Department, nonprofits, and international organizations. She has served as a senior defense and foreign policy staffer for Members of Congress; at the State Department in the Clinton and Obama Administrations; and as a director at DC-based policy institutes. Holt first joined the Stimson Center in 2001, co-directing the Future of Peace Operations program and playing a leading role in on peace operations and atrocity prevention. In 2009, Holt was tapped to serve as the U.S. Deputy Assistant Secretary of State for International Security, Bureau of International Organization Affairs at the Department of State, leading on policies before the Security Council. Since leaving government in 2017, she has been an adjunct professor at Columbia University and a Distinguished Fellow at Stimson, focused on issues relating to international security and multilateral tools, including peace operations and conflict prevention, the UN and Security Council, protection of civilians, crisis regions, and U.S. policy-making.
