Stimson Center Gains New Directors of Development and Strategic Communications

Featuring  Phil Recchio  • Justine Sullivan

The Stimson Center is pleased to announce the hire of two new directors – Phil Recchio joins the organization as Director of Development, and Justine Sullivan has recently joined the Stimson Center as Director of Strategic Communications.

Phil Recchio joins Stimson with more than 15 years of nonprofit leadership, board management and major gift fundraising experience. As Director of Development, Recchio will identify and engage the next generation of partners, philanthropists, and corporate leaders who can play a critical role in supporting Stimson’s ongoing work.

Previously, Phil raised funds for various nonprofits, from science to higher education to cultural institutions. Most recently, he led the Smithsonian’s Tropical Research Institute international team, split between Panama and DC. From 2015-2022, he served at the Smithsonian’s National Museum of Natural History, where he helped to launch the $160 million renovation of the David H. Koch Hall of Fossils – Deep Time. In her role as Director of Strategic Communications, Justine Sullivan will build the institutional strategies that demonstrate the thought leadership of Stimson’s global network of research experts and policy analysts.

Sullivan brings more than a decade of experience in comprehensive communication strategy to the role, with a special focus on climate, energy, and environmental communications.

Sullivan joined the Stimson Center from the independent environmental economic think tank Resources for the Future, where she served as Director of Communications for three years. Previously, she built communication strategies for nonprofit institutions including the United Nations Foundation and the ocean conservation group Oceana. Read her full bio here.

“Phil and Justine’s combination of creativity, depth of knowledge, and their shared aptitude for strategic thinking will serve Stimson well as they help the Center write its next chapter,” said Brian Finlay, Stimson Center President and CEO. “These two individuals arrive at a critical moment for the institution, and I can’t wait to see what they develop – both individually, and in tandem – to take Stimson’s impact to soaring new levels. Stimson will mark a major milestone next year – 35 years of innovative solutions that change the world – and we are lucky to have this dynamic pair join our leadership team as we chart the way forward,” said Finlay.

“I’m thrilled to be joining the Stimson team at such a critical juncture for international peace and security, justice, and sustainability,” Sullivan said. “The Stimson Center has cultivated some of the greatest foreign policy minds of our time, and I look forward to working across the organization to develop the research products and activities that can deliver Stimson expertise and analysis to decisionmakers at all levels.”

“After recent years of impressive organizational growth, and decades of highly trusted, wholly independent research and impactful programming, the Stimson Center is uniquely positioned to help solve critical global challenges,” said Recchio. “As global politics and business become increasingly interdependent, our agile staff not only provide expert analysis, but commonsense, practical solutions. Our ability to leverage our dedicated legacy of nonpartisanship, together with our commitment to action, is what distinguishes Stimson from other think tanks. Global philanthropists are hungry to support action-oriented teams, and I am grateful to inherit an engaged Board as well as a broad network of volunteers focused on delivering results through private-public partnerships.”

The Stimson Center promotes international security and shared prosperity through applied research and independent analysis, global engagement, and policy innovation.
