The Stimson Center announced today the appointment of its newest class of Fellows: Ambassador Lincoln P. Bloomfield, Jr., Richard Cupitt, and Haidi Willmot.
“From the United Nations to the U.S. government, this class of Fellows brings deep policy experience and expertise that is matched by a track record of accomplishment in their respective fields,” said Stimson President and CEO Brian Finlay. “I am thrilled to welcome them to Stimson’s growing team as we work together to address the greatest borderless challenges of our time.”

Ambassador Lincoln P. Bloomfield, Jr., Distinguished Fellow and Chairman Emeritus: Ambassador Bloomfield has served as a national security official in the administrations of Presidents Reagan, George H.W. Bush and George W. Bush. Amb. Bloomfield was appointed by President Bush to be the U.S. Special Envoy for MANPADS Threat Reduction from 2008-09 with the rank of Ambassador. From 2001-2005 he was U.S. Assistant Secretary of State for Political Military Affairs, also serving as Special Representative of the President and Secretary of State for Humanitarian Mine Action. He previously served as Deputy Assistant Secretary of State for Near Eastern Affairs (1992-93), Deputy Assistant to the Vice President for National Security Affairs (1991-02), and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-89). Amb. Bloomfield founded Palmer Coates LLC in 2005 and served eight years as Chairman of the Stimson Center’s Board of Directors. |

Richard T. Cupitt, Nonresident Fellow: Cupitt served as the Special Coordinator for U.N. Security Council resolution 1540 in the Office of Counterproliferation Initiatives at the U.S. State Department from 2012 through 2016. As such, he led U.S. government efforts to further implementation of the more than two hundred legally binding obligations and recommendations of the resolution, which aims to combat proliferation of WMD and their means of delivery, especially to non-state actors such as terrorists and criminal organizations. From 2005 to 2012, he worked as an Expert for the Committee established pursuant to U.N. Security Council resolution 1540 (2004), a subsidiary body of the U.N. Security Council. Cupitt has served as a consultant on projects including, for the U.S. State Department, several U.S. national commissions, U.S. national nuclear laboratories, and various international organizations. |

Haidi Willmot, Nonresident Fellow: Willmot served in the United Nations Secretariat for a number of years, in the U.N. Operations and Crisis Centre and the Department of Peacekeeping Operations, including assignments with the U.N. Mission in South Sudan (UNMISS) and the U.N. Assistance Mission in Somalia (UNSOM). Willmot previously held roles at the Australian Mission to the U.N., and with the New Zealand Defence Force. She worked in Vanuatu with the Australian Agency for International Development (AusAid) and in legal practice in Australia and throughout the island nations of the South Pacific. She has published academic work in peer reviewed journals, edited volumes, with the International Peace Institute, and is the lead editor of Protection of Civilians, published by Oxford University Press in 2016. |
