ICONS 2024: A Conversation with Samantha Neakrase

International Nuclear Security Forum Director Christina McAllister and Samantha Neakrase of the U.S. National Nuclear Security Administration discuss what ICONS is, why it’s important, and U.S. delegation goals. The discussion covers the future of the Convention on the Physical Protection of Nuclear Material and its Amendment, the role of nuclear industry in nuclear security, and how emerging technology and cyber threats remain at the forefront of the U.S. delegation’s agenda.

ICONS Overview

The ICONS conferences, hosted by the International Atomic Energy Agency (IAEA) at 3- to 4-year intervals, are the highest-level forum for inter-governmental engagement on nuclear security.  The United States will be sending a robust delegation to this year’s ICONS, as well as hosting multiple side events and expositions.

The U.S. Delegation at ICONS

While at ICONS, the U.S. delegation aims to highlight domestic achievements in nuclear security, and hopes to see further intergovernmental activity and collaboration regarding nuclear security, as well as the adoption of a forward leaning Ministerial Declaration that highlights the central role that the IAEA plays in nuclear security.

A/CPPNM at ICONS

The Convention on the Physical Protection of Nuclear Material (CPPNM) and its Amendment (A/CPPNM) establish binding international legal obligations for Parties to secure nuclear material. At the 2024 ICONS, the U.S. delegation hopes for discussions about preparing for the 2027 A/CPPNM Review Conference.

Nuclear Industry Involvement at ICONS

Nuclear industry is on the front line of nuclear security implementation and its role will be especially important if nuclear energy expands in coming decades to help combat climate change and meet other sustainable development goals.

Emerging Technology at ICONS

ICONS 2024 will provide an ideal forum for discussion on how expand countries’ ability to harness nuclear energy in a way that is safe and secure, even when using advanced nuclear and other technologies.
