Managing Across Boundaries Director Brian Finlay and Budgeting for Foreign Affairs and Defense Research Analyst Matthew Leatherman were published in The Hill, writing on the need to rebalance the traditional approach to countering illicit drug trafficking and use. The authors argue for placing an increased focus on domestic demand as well as contributing to long term economic opportunity and the rule of law in production and trafficking hotspots.
