On January 22nd the Budgeting for Foreign Affairs and Defense program
hosted Major General Kenneth F. McKenzie, Marine Corps Representative to the
Quadrennial Defense Review.  Russell Rumbaugh, director of the BFAD
program, then moderated a panel discussion featuring MajGen McKenzie, Dr. Maren
Leed, Senior Adviser at CSIS, and Benjamin
Friedman, Research Fellow at the Cato Institute. A complete recording of the
