Niger appeared on the CSPA list in 2018. The U.S. president fully waived CSPA prohibitions against the provision of U.S. arms sales and military assistance to Niger, resulting in the provision of more than $33.1 million in arms sales and military assistance in FY2019. Specifically, the president waived more than $23 million in Direct Commercial Sales, more than $4.2 million in Excess Defense Articles, more than $1.3 million in International Military Education and Training, and more than $4.4 million in Section 1206 or Section 333 assistance.
The government of Niger was placed on the CSPA list in 2018 following its provision of material and logistical support to – and performance of coordinated military operations with – the Imghad Tuareg and Allies Self-Defense Group (GATIA), a Mali-based non-state armed group that recruited and used child soldiers during the same period.1Government of the United States, U.S. Department of State. “Niger,” in Trafficking in Persons Report 2019, https://www.state.gov/reports/2019-trafficking-in-persons-report-2/niger/ (https://www.state.gov/wp-content/uploads/2019/06/2019-Trafficking-in-Persons-Report.pdf).
