Roger Howsley

Roger Howsley was selected in 2008 by the former Deputy Secretary of the US Department of Energy to establish the World Institute for Nuclear Security (WINS) in Vienna, Austria, which rapidly became a respected and influential non-governmental organisation within the international nuclear security architecture. WINS was specifically recognised by the Director General and States of the International Atomic Energy Agency (IAEA), and funded by governments, industry, NGOs and private individuals, who contributed over $40 million during Roger’s 13-year tenure as Executive Director. During this period Roger was appointed Chair of the Nuclear Industry Summit Advisory Committee, in support of the Nuclear Security Summits, attended by world leaders between 2010-2016.

Prior to leading WINS, Roger established and directed the Security, Safeguards and International Affairs (SSIA) function and strategy across the BNFL Group of Companies (15 countries, 22,000 employees) and established Group-wide corporate governance for functional performance, reporting to the BNFL Board of Directors. Roger also chaired the UKAEA Constabulary Police Authority for 10 years and managed its transition into the Civil Nuclear Constabulary in 2005, a new, independent and statutory UK armed police force. He was appointed by the Director General of the IAEA to the Standing Advisory Group that advises him on international safeguards implementation (SAGSI) and served the IAEA in this capacity for 10 years. 

Roger led for BNFL on the National Stakeholder Dialogue Working Groups for (a) Plutonium management and (b) Security, over a period of 6 years, involving the most vocal international critics of BNFL’s business and anti-nuclear groups, and developed relationships of trust and co-operation with all involved in the dialogue process. Roger was appointed an International Gender Champion in 2019.

Roger holds a First Class Honours degree in Life Sciences, a Doctorate in Philosophy (PhD) and is a certified non-Executive Director.
