A native of Morgantown, West Virginia, Commander Dorsey graduated with merit from the U.S. Naval Academy in 2004 and in 2013 earned an Executive Master of Business Administration from Naval Postgraduate School. He was designated a Naval Aviator in July 2006 and subsequently reported to Helicopter Anti-Submarine Squadron TEN (HS-10), NAS North Island, for initial training in the SH-60F/HH-60H Seahawk.

Operationally, he first reported to the “Dusty Dogs” of Helicopter AntiSubmarine Squadron SEVEN (HS-7), NAS Jacksonville, deploying with Carrier Air Wing THREE (CVW-3) aboard USS Harry S. Truman (CVN 75). Following his first shore tour, Commander Dorsey reported to CVW-7, NAS Oceana, as the Assistant Operations Officer and provided rotary wing aviation, personnel recovery, and maritime interdiction operations expertise to Commander, CVW-7. During this tour he also augmented and deployed with the “Red Wolves” of HSC-84 to support CJSOAC/SOCCENT Crisis Response Element. As a Department Head, he joined the “Dragon Slayers” of HS-11 aboard USS Theodore Roosevelt (CVN 71) with CVW-1, earning the Battle Efficiency Award. Following this historic final HS deployment, he was instrumental in their transition to Helicopter Sea Combat Squadron ELEVEN (HSC-11) up to NS Norfolk. He was honored to serve as executive and then commanding officer of the “World Famous Golden Falcons” of HSC-12 from 2020-2023 in NAF Atsugi, Japan, deploying with CVW-5 aboard USS Ronald Regan (CVN 76) leading his squadron to win the 2022 Battle Efficiency “Battle E” Award and the 2022 CNO Safety “Safety S” Award.

Ashore, he was selected to attend the U.S. Navy Rotary Wing Weapons School (SEAWOLF) and subsequently reported to Helicopter Sea Combat Weapons School Atlantic (HSCWSL) as a Seahawk Weapons and Tactics Instructor serving as the surface warfare subject matter expert as well as the standardization officer and Helicopter Advanced Readiness Program manager. Following his Department Head tour, he joined the J-3 at U. S. Northern Command Joint Force Headquarters / Joint Task Force – National Capital Region (USNORTHCOM JFHQ/JTF-NCR), Ft. McNair, Washington D.C., serving as the Joint Operations Center Director, Current Operations Division Chief, and Air Domain Officer. Following command, he was selected by OPNAV N7 as the Navy’s Federal Executive Fellow to the Stimson Center in Washington D.C.

Commander Dorsey has accumulated 3,000 flight hours flying the SH-60F, HH-60H, and MH-60S helicopters and proudly deployed in support of Operation Enduring Freedom, Operation Iraqi Freedom, Operation Inherent Resolve, Operation Freedom’s Sentinel, and Operation Allies Refuge, serving with the finest Sailors in the Fleet. His personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Achievement Medal, Navy Commendation Medal (3 awards), Navy and Marine Corps Achievement Medal, and various other campaign, service, and unit awards and ribbons
