Finnish Ambassador Jari Luoto and Stimson Center experts discuss Finland and the Stimson Center’s contributions to radiological source security. The Government of Finland has emerged as a new information hub around nuclear and radiological security activities to elevate the importance of nuclear and radiological security.  The Stimson Center has reviewed all UN Member States’ national legal frameworks and has revealed extensive gaps in implementing existing guidance.

Ambassador Jari Luoto, Ambassador of Finland, Policy Coordinator, Global Initiative to Combat Nuclear Terrorism (GICNT)

Ambassador Jari Luoto serves as the Implementation and Assessment Group (IAG) coordinator of the Global Initiative to Fight Global Terrorism. His areas of expertise include nuclear policy, human rights, policy analysis, and international development. Prior to his appointment to the Global Initiative, Ambassador Luoto served as Head of Mission at the Embassy of Finland in Brazil, the Baltic Sea Ambassador at the Ministry for Foreign Affairs, and State Secretary of the Government Secretariat for EU Affairs in the Prime Minister’s Office.
