The United States Navy is in the midst of a major shift as it plans to expand its fleet and orient its capabilities towards near-peer adversaries. Careful financial planning and execution are paramount if this modernization is to be successful. As Assistant Secretary of the Navy for Financial Management and Comptroller, Hon. Russell Rumbaugh, a Stimson Center alumnus, oversees the day-to-day financial management of the US Navy while working to ensure the shipbuilding and acquisition goals outlined in the National Defense Strategy are met. His conversation with Christopher Preble, Director of the Reimagining US Grand Strategy program, will focus on the key financial challenges facing the US Navy and explore how Navy leadership is tackling strategic imperatives.
