Michael Maughan

Loomis Council Member

Michael Maughan is a senior business executive with extensive leadership experience across the space and defense technology sector, having held executive roles at General Atomics, Viasat, and Leidos. Over the course of his career, he has led organizations with more than $1 billion in annual revenue, overseeing complex portfolios that span satellite systems, hypersonic weapons, directed energy, unmanned systems, advanced electromagnetic and mission systems, multi-function phased array technologies, and undersea systems, as well as select commercial nuclear and oil & gas technologies.

Mr. Maughan brings deep experience across corporate general management, engineering leadership, and national security roles. Prior to entering the private sector, his public service included overseas tours as a U.S. Marine Corps Officer and service as an Officer in the U.S. Foreign Service, providing firsthand experience operating in complex international and intergovernmental environments. He has also served as a Congressional Fellow for U.S. Senators Chris Van Hollen and Mark Kirk, and as a National Security Fellow at the Stimson Center, where he focused on defense, security, and strategic policy issues.

Mr. Maughan holds a Master’s degree in International Affairs from the Johns Hopkins University School of Advanced International Studies (SAIS) and a Bachelor of Science in Engineering from Tulane University.
