Kathleen Scoggin is a Research Assistant with the Stimson Center’s Cyber and Partnerships in Proliferation Prevention Programs. Her professional and academic work has covered topics such as the global domain name system, the rise of autonomous weapons systems, data privacy, and the spyware market. Kathleen is an elected North American delegate to the At-Large Advisory Committee (ALAC) at the Internet Corporation for Assigned Names and Numbers (ICANN) and a member of the organizing team for the North American School of Internet Governance (NASIG). She is a former Youth Ambassador with the Internet Society (ISOC), Fellow with the American Registry for Internet Numbers (ARIN), and Junior Fellow working with the International Telecommunication Union (ITU). 

Kathleen graduated magna cum laude with a Bachelor of Arts in International Studies and a minor in French from American University. Kathleen is fluent in French and is certified in French-English translation.
