Min-Soo Kim is a Visiting Fellow for the Stimson Center’s Korea Program and 38 North. 

He graduated from Hanyang University with bachelor’s and master’s degrees in nuclear engineering, especially nuclear safety (PSA; Probabilistic Safety Assessment) and joined the Korea Institute of Nuclear Nonproliferation and Control (KINAC) in 2005 as a researcher. 

After joining KINAC, he has been in charge of nuclear nonproliferation policy and international cooperation related to the IAEA and NPT, and has been working on North Korean nuclear issues since 2013.

He served as Director of the Center for Nonproliferation Strategy and Technology in KINAC, leading technical analyses on North Korea’s nuclear program. His work included developing preparedness measures for North Korea’s denuclearization. Additionally, he carried out R&D project “the Development of Change Detection System using Satellite Imagery.”

He also serves as an advisory member for disarmament and nonproliferation in the Ministry of Foreign Affairs and Nuclear Verification of the Arms Control Verification in the Ministry of Defense for the term of 2023-2024.
