Dr. Gordon Adams, former senior White House budget official for national security and international affairs, Professor at the School of International Service at American University, and Stimson’s Budgeting for Foreign Affairs and Defense project director, has testified numerous times before Congress on a range of issues involving defense spending, interagency coordination, and national security.
