Congressional Testimony

Dr. Gordon Adams, former senior White House budget official for national security and international affairs, Professor at the School of International Service at American University, and Stimson’s Budgeting for Foreign Affairs and Defense project director, has testified numerous times before Congress on a range of issues involving defense spending, interagency coordination, and national security. His testimony is featured below.

On July 7, 2011 Dr. Adams testified before the House Budget Committee.  The hearing was titled “Budgeting for America’s National Security.”  His full testimony is available here.

On July 20, 2010 Dr. Adams testified before the Subcommittee
on National Security and Foreign Affairs of the House Committee on
Government Oversight and Reform. The hearing was titled “Rethinking Our Defense Budget: Achieving National Security Through Sustainable Spending.” His full testimony is available here.

On June 9, 2010 Dr. Adams testified before the Subcommittee on
Oversight and Investigations of the House Armed Services Committee. The
hearing was titled “Interagency National Security Reform: Pragmatic Steps Towards a More Integrated Future.” His full testimony is available here.

On February 23, 2010 Dr. Adams testified before the Senate Budget Committee. The hearing was titled “Defense Budget and War Costs: An Independent Look.” His full testimony is available here.

On March 5, 2009 Dr. Adams testified before the Subcommittee
on Foreign Operations of the House Committee on Appropriations. The
hearing was titled “The Role of Civilian and Military Agencies in the Advancement of America’s Diplomatic and Development Objectives.” His full testimony is available here.

On July 31, 2008 Dr. Adams testified before the Subcommittee
on Oversight of Government Management, the Federal Workforce, and the
District of Columbia of the Senate Committee on Homeland Security and
Governmental Affairs. The hearing was titled “A Reliance on Smart Power – Reforming the Foreign Assistance Bureaucracy.” His full testimony is available here.

On March 8, 2011 Ambassador Ronald Neumann testified before
the Subcommittee on Oversigth of Government Management, the Federal
Workforce, and the District of Columbia of the Senate Committee on
Homeland Security and Governmental Affairs.  The hearing was titled “State Department Training: Investing in the Workforce to Address 21st
Century Challenges
