Sarah Harrison

Sarah Harrison is a Nonresident Fellow in the Conventional Defense Program at the Stimson Center. Sarah has more than a decade of experience advising and writing on international and domestic law, with a focus on human rights, the law of war, and use of force. As a Senior Analyst in the U.S. Program at Crisis Group, Sarah researched, analyzed and wrote about U.S. law and foreign policy and advocated for approaches to mitigate or end deadly conflict. Prior to her time at Crisis Group, Sarah was an Associate General Counsel at the Department of Defense’s Office of General Counsel, International Affairs, where she advised on domestic and international legal issues related to U.S. national security and the activities of the U.S. armed forces. From 2015 to 2017, Sarah served in the Obama administration as Counselor to the Secretary of Homeland Security.
