Since its adoption in 2004, there has been significant progress both in terms of perception and implementation of United Nations Security Council Resolution 1540. Still, significant challenges remain in ensuring that all member states are aware of the obligations of the mandate as well as opportunities to enhance national, regional, and global security.  The 1540 Committee has continued its positive evolution. Successful regional outreach efforts have helped to highlight the opportunities for developing countries to enhance domestic capacities while fulfilling their obligation under the Security Council mandate.

The goal of the Stanley Foundation’s 44th United Nations Issues Conference, “UNSCR 1540: Fostering Regional Momentum,” was to encourage greater awareness of 1540’s success and potential, promote cross-regional learning and cooperation regarding 1540, and build ongoing support among key UN agencies and missions for 1540.
