U.S. Civilian Response to Crises Overseas: A Discussion with Ambassador Robert Loftis

August 5, 2011  Ambassador Robert Loftis joined us for a discussion on the U.S. State Department’s Office of the Coordinator for Reconstruction and Stabilization (S/CRS) and its mission to increase civilian capability to plan, manage, and conduct interagency stabilization operations. Ambassador Loftis is the Acting Coordinator for Reconstruction and Stabilization.

What is the role of S/CRS and how has the office been integrated into existing structures at the US Department of State?  What measures should S/CRS take to ensure that it is coordinating with multiple US government agencies as effectively as possible? How might the establishment of the Bureau of Conflict and Stability Operations (CSO), per the QDDR, affect the role of S/CRS?

Security for a New Century is a nonpartisan discussion group for Congress. We meet regularly with U.S. and international policy professionals to discuss the post-Cold War and post-9/11 security environment. All discussions are OFF-THE-RECORD. It is not an advocacy venue. The series is co-sponsored by Senators Richard Lugar (R – IN) and Ben Nelson (D – NE).  For more information contact Mark Yarnell at [email protected] or (202) 224-7560.
