Substantial progress has taken place in cross-Strait economic relations and in
reducing military tensions since Ma Ying-jeou took office in Taipei last May.
While adhering to their respective positions on sovereignty, Ma and PRC leader
Hu Jintao have both advocated a comprehensive economic cooperation agreement, a
peace accord, and a political framework for long-term peaceful development of
cross-Strait relations. Dr. Huang addressed the parallel strategic aspects of
Taipei’s and Beijing’s approaches, Ma Ying-jeou’s guidelines for handling
cross-Strait relations, the current and future agenda and, in this context, how
