Russia’s invasion of Ukraine poses a dilemma not only for European security but also countries like India that seek to balance upholding territorial integrity of all states with their dependence on Russian weapons. Further, what could it mean for the U.S.-India strategic partnership, especially as India faces possible sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA) for its purchase of Russia’s S-400 system, and its engagement with the Quad?
