Ambassador Yousef Al Otaiba, Ambassador of the United Arab Emirates to the United States of America, will join Stimson Chairman Ambassador Lincoln P. Bloomfield Jr. to share his experiences and insights into U.S. foreign policy. This informal, strategic conversation will take place at the Stimson Center.

Ambassador Yousef Al Otaiba, Ambassador of the United Arab Emirates to the United States of America

His Excellency Yousef Al Otaiba, Ambassador of the United Arab Emirates to the United States of America, took up his Washington-based post in July 2008. In this role, Ambassador Al Otaiba enhanced UAE-U.S. relations and improved bilateral security and economic cooperation. In addition to leading efforts that increased military, intelligence and counterterrorism cooperation between the two countries, he also played a critical role to facilitate the landmark U.S.-UAE Agreement for Peaceful Civilian Nuclear Energy Cooperation (123 Agreement), which came into force in 2009. 

He also worked closely with his counterparts in government and with business leaders to promote greater UAE and U.S. economic and trade ties. Since becoming Ambassador, bilateral trade increased over 70 percent, solidifying the UAE’s position as the U.S.’ largest trading partner in the Middle East and North Africa. UAE investments in the U.S. expanded, and prominent U.S. healthcare, education and cultural institutions, such as Cleveland Clinic, New York University and the Guggenheim, established new UAE branches. In addition, the UAE and U.S. governments established a formal Economic Policy Dialogue and cooperated on ways to streamline travel for Emirati nationals between the two countries.

Amb. Lincoln P. Bloomfield Jr., Chairman of the Board of Directors, the Stimson Center

Ambassador Lincoln P. Bloomfield, Jr. is Founder and President of Palmer Coates; Senior Adviser at Akin Gump Strauss Hauer & Feld; Operating Partner at Pegasus Capital Advisors; Senior Adviser at ZeroBase Energy. He was U.S. Special Envoy for man-portable air defense systems threat reduction from 2008-2009 and Assistant Secretary of State for Political-Military Affairs from 2001-2005. Bloomfield previously served as: Deputy Assistant Ssecretary of State for Near Eastern affairs (1992-1993); Deputy Assistant to the Vice President for National Security Affairs (1991-1992); and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-1989), among other policy positions in the Defense Department dating to 1981. He is a graduate of Harvard College and the Fletcher School of Law and Diplomacy.
