Loren Voss

Loren Voss is an attorney who specializes in the law of war. She recently served as a Senior Advisor at the Department of Defense, where she led efforts to integrate civilian harm mitigation, atrocity prevention, and human rights into security cooperation/security assistance with allies and partners. Voss was part of the team that developed the Secretary of Defense’s Civilian Harm Mitigation and Response Action Plan, and she served as part of the U.S. delegation to the political declaration on explosive weapons in populated areas. Voss is an intelligence officer in the Air Force Reserves and is a Board member for No One Left Behind, overseeing the non-profit’s efforts to assist and evacuate allies from Afghanistan. She previously served five years on active duty, deploying to the Baltics and Middle East as an intelligence chief for an F-15C fighter squadron. After law school, Voss wrote on national security and immigration as a Harvard Frederick Sheldon Traveling Fellow, clerked for the Israeli Supreme Court, and was a management consultant at McKinsey in Washington, D.C. She holds a J.D. from Harvard Law School, an M.A. in Global Affairs from Yale University, and a B.A. from the University of Pennsylvania.
