To mark the Washington, D.C. launch of Protection of Civilians, a comprehensive volume published by Oxford University Press, the Stimson Center hosted a discussion examining how the U.S. government can advance the protection of civilians agenda. Panelists from inside and outside the U.S. government explored how the government has engaged through bilateral diplomatic channels and multilateral institutions to prevent and respond to violence against civilians in conflict zones. The panel discussion was followed by a reception with drinks and hors d’oeuvres. This event was held under the Chatham House Rule.

Victoria K. Holt, Deputy Assistant Secretary of State
Victoria K. Holt joined the Bureau of International Organization Affairs as Deputy Assistant Secretary of State in August 2009. Holt is responsible for the international security portfolio, overseeing offices that address U.N. political affairs and the Security Council, peace operations, sanctions, and regional organizations. Prior to assuming this position, Holt was a Senior Associate at the Henry L. Stimson Center, where she co-directed the Future of Peace Operations program. During her tenure at Stimson, Holt wrote and spoke on peace and security issues, including the U.N. and regional peace operations, protection of civilians, targeted sanctions, rule of law and U.S. policy.
Bruno Stagno Ugarte, Deputy Executive Director at Human Rights Watch
Bruno Stagno Ugarte has been Deputy Executive Director at Human Rights Watch since September 2014. Previously, he served as the Executive Director of Security Council Report (2011-2014), Foreign Minister of Costa Rica (2006-2010), Ambassador-Permanent Representative of Costa Rica to the United Nations in New York (2002-2006) and Chief of Staff of the Costa Rican Foreign Ministry (1998-2000), among other foreign service postings. Stagno has also served as the President of the Assembly of States Parties of the International Criminal Court (2005-2008) and Co-President of the Comprehensive Test Ban Treaty Article 14 Conferences (2007-2009). As of 2015, he is also a Visiting Professor at Sciences Po-PSIA. In 2011 he was made an Officier de la Légion d’Honneur.
Lise Grande, Deputy Representative of the Secretary-General to the United Nations Assistance Mission for Iraq
Lise Grande has worked for the United Nations for twenty years serving in India, South Sudan, Democratic Republic of Congo, Armenia, Angola, East Timor, Tajikistan, Sudan, Occupied Palestine and Haiti. Grande’s experience spans development, humanitarian action and peacekeeping. Grande is currently serving as the Deputy Special Representative of the Secretary-General to the United Nations Assistance Mission for Iraq (UNAMI).
Tamara Guttman, Director General, Stabilization and Reconstruction Task Force (START)
Tamara Guttman began working for the Government of Canada in 1990 as a Foreign Service Officer with the Department of Foreign Affairs and International Trade Canada (formerly the Department of External Affairs). She has served abroad in Budapest (1992-94), Seoul (1997-2000) and Copenhagen (2004-2006). In Ottawa, she has held various assignments, including as Deputy Director of the Policy Coordination (Economic) Division and Director of the Mexico & North America Division. She has also held the position of speechwriter and foreign policy advisor to the Minister of Foreign Affairs, and to the Deputy Prime Minister and Minister of Finance (2001-2003). Guttman served as Minister-Counsellor (Political, Economic and Public Affairs) at the Canadian Embassy in Rome (2008-2010) and most recently as Ambassador of Canada to Hungary, Bosnia-Herzegovina and Slovenia. Guttman is currently Director General of the Stabilization and Reconstruction Task Force (START) in Ottawa.
