Rapid technological change is posing new and emerging threats to peace, security, and human rights. Drawing on the expertise and experience of other Stimson projects and programs, the Cyber Program seeks to reduce the harm caused by the misuse of information and communication technologies. The program emphasizes research and analysis, leading to the identification of practical policy solutions and capacity-building. Recognizing that solutions to cyber threats require cross-sectoral cooperation and information sharing, the program maintains regular engagement with key stakeholders from civil society, academia, law, and the private sector, including the technical community, and participates in a number of relevant multilateral cyber processes.
