The Arms Trade Treaty: Setting the Stage for U.S. Leadership in the July 2012 Negotiations

On April 16, 2012, Stimson hosted an event on the Arms Trade Treaty in advance of the July 2012 negotiation of the Treat at the United Nations. The ATT will be the first treaty to regulate the international trade in conventional arms and to develop common international standards for the transfer of arms. The absence of such standards has fueled crime and violence around the world by enabling criminals, terrorists, militant groups, and rogue regimes to be armed with impunity. The United States has important national interests at stake-security, political, commercial, and humanitarian-in seeing a practical, effective, and enforceable ATT developed. Thus, the United States is playing a key role in Treaty negotiations. The Stimson event, featuring a keynote address by Assistant Secretary of State Thomas Countryman, highlighted the complex and challenging issues for key U.S. stakeholders, from the U.S. government, the global defense industry, and civil society and outlined potential opportunities to address these issues at the upcoming negotiations.
