Since its first deployment to Cambodia in 1993, the Japan Ground Self-Defense Force (JGSDF) has steadily accumulated experience in international peace cooperation operations. As Japan emphasizes “promotion of global security cooperation” under the new National Defense Program Guideline, capacity-building is an area in which Japan can play a meaningful role. Col. Minamikawa shares his thoughts on the role that the Japan Ground Self-Defense Force can potentially play in the area of capacity-building, as well as the challenges that need to be overcome in order for the JGSDF to maximize its capability in this area.
Nobutaka Minamikawa is a visiting fellow of Stimson’s East Asia Program. He is on leave from his position at the Operation Support Division of the Operation and Intelligence Department of the Ground Staff Office. Previously, he has occupied staff positions at the Policy and Programs Division and Operations Division. Most recently, he served as the 4th Field Artillery Regiment, 2nd Field Artillery Battalion Commander.
