In today’s security environment, governments face unbounded forms of warfare, with shifting alliances, new enemies, new technologies, and limitless battlefields. In her new book, How Everything Became War and the Military Became Everything (Simon & Schuster; August 9, 2016), Rosa Brooks traces the evolving role of the U.S. military to fight in today’s wars while serving a variety of support functions to promote stability and security worldwide. Drawing on years of experience as an advocate, a human rights lawyer, a State Department and Defense Department official, a law professor, and a foreign policy expert, Brooks examines the new American way of war and asks: what happens to the rules and rights that guide the use of force when the lines between war and non-war become increasingly blurred?
