Commissioned by Canada’s Department of Foreign Affairs and International Trade, this draft working paper addresses national militaries’ and international organizations’ operational capacity to protect civilians from genocide, ethnic, cleansing, and mass death. It builds on the framework for intervention offered by the International Commission on Intervention and State Sovereignty and its 2001 report “The Responsibility to Protect.”
