Noha Gaber

Dr. Noha Gaber is a seasoned public sector leader who is passionate about unlocking potential and driving performance, resilience and agility within government agencies.  Noha has held leadership positions in five U.S. federal agencies: the US Environmental Protection Agency, the National Oceanic and Atmospheric Administration, the Architect of the Capitol, the US Economic Development Administration and the White House Office of Management and Budget. Throughout her career she has spearheaded successful enterprise-wide initiatives and functions encompassing strategic and operational planning, performance measurement and management, data analytics, process analysis and improvement, organizational development and customer experience.  Noha’s intrapreneurial spirit has fostered the creation and leadership of collaborative networks, communities, and initiatives. These include the EPA Emerging Leaders Network, the Federal Improvement Team, and the Federal Internal Communications Community of Practice. Recently, she led a task force on improving management quality in federal agencies. Additionally, Noha co-led GovConnect under President Obama’s Management Agenda and served on the White House Advisory Group for Senior Executive Service reform. Noha holds a bachelor’s and doctorate in Environmental Engineering from the University of Southampton, England, and a Certificate in Knowledge Management.
