Mr. Casterton has over 35 years experience in nuclear non-proliferation policy development and implementation at the national and international levels. As a member of the Canadian Nuclear Safety Commission (CNSC), he was responsible for implementing Canada’s nuclear cooperation agreements, administering Canada’s nuclear export control regulations and implementing the IAEA/CANADA safeguards agreement. Under his guidance as Director of the International Safeguards Division of the CNSC, Canada was one of the first States to attain the broader conclusion and to transition to a State-level integrated safeguards approach. Mr. Casterton has played leading roles in multilateral nuclear non-proliferation institutions such as chairing the technical discussions on the clarification of equipment and technology control lists for enrichment, reprocessing and heavy water production within the Nuclear Suppliers Group and the Zangger Committee. He has also participated in all of the NPT Review Conferences since 1985 concentrating primarily on verification, safeguards, export control and security issues. As a member of the Canadian Mission to the UN Organizations in Vienna from 1996 to 2000, Mr. Casterton contributed to the negotiation of the Model Additional Protocol. He also successfully chaired the negotiation of the safeguards resolution at the 2009 and the 2010 IAEA General Conference. Mr. Casterton served on the IAEA Director-General’s Standing Advisory Group on Safeguards Implementation (SAGSI) from 2001 to 2011 – the last 5½ years as Chairman of SAGSI. From May 2011 to October 2013, Mr. Casterton worked in the office of the IAEA Deputy Director General for Safeguards with primary responsibility for creating and directing a project for the continued evolution of IAEA safeguards implementation. He is currently an independent consultant specializing in nuclear non-proliferation, safeguards and export control issues.
