This 38 North panel will review the current state of North Korea’s energy sector, constraints and challenges, implications of the country’s energy insecurity risks, and potential opportunities they may create for future cooperation.

Martyn Williams is a Senior Fellow with the Stimson Center, where he works primarily with the 38 North project. His primary interests are in North Korea’s technology, infrastructure, broadcasting system and propaganda. He launched the North Korea Tech website in 2010 and has closely followed the country’s steps onto the global Internet.
Natalia Slavney, Research Analyst, Stimson Center and Assistant Editor, 38 North
Natalia Slavney is a Research Analyst at the Stimson Center and Assistant Editor for “38 North,” a web journal that provides policy and technical analysis on North Korea. Her research experience and interests include humanitarianism and aid, international law, human rights, inter-Korean relations, US-DPRK relations, digital surveillance technology and information controls in North Korea, and the North Korean economy.
Robert Carlin, Nonresident Fellow, 38 North, Stimson Center
Robert Carlin has been following North Korea since 1974 from both in and out of government and has taken part in countless hours of negotiations and unofficial discussions with DPRK officials. He served as a senior policy advisor at the Korean Peninsula Energy Development Organization (KEDO) from 2002-2006, leading delegations to the North for negotiations and observing developments in the country outside of Pyongyang. Carlin has made more than 30 trips to the DPRK.
Hon. Anne Harrington, Principal, Harrington Consulting LLC
Ms. Harrington is an internationally recognized expert on reducing the threat of weapons of mass reduction, nuclear nonproliferation and security, and science engagement for nonproliferation. She previously worked at: US Department of State, the National Academy of Science Committee on International Security and Arms Control, and the Department of Energy’s National Nuclear Security Administration.
