Nonproliferation In A Noncompliant World: Rethinking UN Security Council Resolution 1540

In 2004, the U.N. Security Council adopted resolution 1540 calling for all States to take steps to prevent proliferation of weapons of mass destruction and their means of delivery. The Security Council requires a comprehensive review in 2016 of the resolution’s implementation.

At the workshop, UN Security Council Resolution 1540 specialists shared their views, and workshop participants broke into groups to discuss issues for the upcoming 1540 comprehensive review. The Stimson Center compiled the statements from the different working groups and transmitted a workshop report to the UN Security Council 1540 members and experts. See the report here. Presentations and other discussion documents from the workshop are also available from links below.
WHAT: A workshop cosponsored by the Stimson Center and the Washington Foreign Law Society, in cooperation with South Africa-based Institute for Security Studies (ISS), to share insights on challenges to 1540 implementation and to elicit thoughts on ways to address those challenges.
