Russell Rumbaugh quoted in Inside Defense

The Office of Management and Budget recently directed all agencies to cut their FY2013 budget requests by 5%, unless given “explicit direction otherwise.”

Russell Rumbaugh, co-director of
the Stimson Center’s Budgeting for Foreign Affairs and Defense Program, explains what this may mean for defense spending:

“It is likely
DOD is one of the agencies which has ‘explicit direction otherwise,’ but a
5-precent drop would be well under the caps set in the Budget Control Act, while
10 percent is about the sequester levels. It
seems the administration is putting DOD on notice that the downturn is
happening.”
