Managing Across Boundaries Director Brian Finlay spoke to the Permanent Mission of Poland to the United Nations at a UN Security Council Resolution 1540 side-event titled “Advancing international cooperation and assistance in the national implementation of UNSCR 1540/1977.” Finlay’s remarks focused on the need for understanding the links between hard security challenges, such as proliferation, and softer security and development challenges in order to take pragmatic action to prevent proliferation across the Global South.
