UN Sanctions and Africa

Alex Vines, head of the Africa Program at Chatham House, London, will join us for a discussion on the use of sanctions in Africa. Vines examined the effectiveness of UN sanctions in Africa in changing state and non-state behavior and as a policy tool. He will discuss the findings of research by Chatham House, which conducted extensive field work in Somalia, Sierra Leone and Angola including interviewing targeted individuals. From 2005-2007, Vines was an arms investigator and later chair of the UN Group of Experts on Cote d'Ivoire and from 2001-2003 he was the weapons and diamond investigator for the UN Panel of Experts on Liberia.
