Public Diplomacy’s Role At Various Stages Of Conflict Resolution

Tara Sonenshine, Under Secretary of State for Public Diplomacy, addressed the role public diplomacy can play at the intersection of civil and military transitions before, during and after conflict. Public Diplomacy and the new Bureau for Conflict Stabilization Operations are working together to develop new and effective tools during these transitions. Sonenshine addressed the role of public diplomacy as part of the U.S. response to the Syrian crisis and the winding down of the war in Afghanistan.

Following Sonenshine’s remarks and questions and answers, Stimson experts William Durch and Russell Rumbaugh provided insights derived from Stimson’s research agenda on conflict resolution, U.S. government tools for resolving conflicts, and lessons for the best balance between civil and military capabilities.

Prior to her appointment in 2012, Tara Sonenshine was executive vice president of the United States Institute of Peace. Earlier, she was a strategic communications adviser to many international organizations including the International Crisis Group, Internews, CARE, The American Academy of Diplomacy, and the International Women’s Media Foundation. She served in various capacities at the White House during the Clinton administration, including transition director and director of foreign policy planning for the National Security Council, and special assistant to the president and deputy director of communications for the NSC.
