Join 38 North for a panel discussion on extended deterrence after the Washington Declaration

While the Biden-Yoon declaration was a necessary step forward to strengthen extended deterrence, what are the prospects for the future, especially in view of the unconstrained North Korean and Chinese nuclear threats? This 38 North panel will assess the declaration and look at what might come next in what promises to be a continuing process of maintaining the nuclear umbrella over US allies in northeast Asia.

Jenny Town, Senior Fellow, Stimson Center and Director, 38 North

Jenny Town is a Senior Fellow at the Stimson Center and the Director of Stimson’s 38 North Program. Her expertise is in North Korea, US-DPRK relations, US-ROK alliance and Northeast Asia regional security. She was named one of Worth Magazine’s “Groundbreakers 2020: 50 Women Changing the World” and one of Fast Company’s Most Creative People in Business in 2019 for her role in co-founding and managing the 38 North website, which provides policy and technical analysis on North Korea.

Elaine Bunn, Former Deputy Assistant Secretary of Defense for Nuclear and Missile Defense Policy

M. Elaine Bunn is a consultant on strategic issues with 40 years of experience in the U.S. government working on defense policy. She addresses international audiences on nuclear policy, extended deterrence, and missile defense. Bunn served as deputy assistant secretary of defense for nuclear and missile defense policy (DASD/NMD) from 2013 to early 2017. 

General Curtis Scaparrotti, Former Commander, U.S. European Command and NATO Supreme Allied Commander Europe

US Army Gen. Curtis M. Scaparrotti assumed duties as Commander of European Command and as Supreme Allied Commander, Europe in late spring of 2016. General Scaparrotti was previously assigned as the Commander, United Nations Command / Combined Forces Command / United States Forces Korea. He also served as the Director, Joint Staff. Prior to his tour with the Joint Staff, he served as Commander, International Security Assistance Force Joint Command and Deputy Commander, US Forces – Afghanistan.

Paul Bernstein, Former Distinguished Fellow, Center for the Study of Weapons of Mass Destruction, National Defense University

Paul Bernstein is a consultant on strategic security issues. From 2011-2023 he was a Distinguished Fellow at NDU’s Center for the Study of Weapons of Mass Destruction, where he advised policymakers, led research, and created education programs. In 2021-22 he was Senior Advisor for Nuclear Deterrence Policy to the Office of the Secretary of Defense and lead writer for the 2022 Nuclear Posture Review. He teaches strategic deterrence and nuclear policy in the CAPSTONE program and other PME schools.

Joel Wit, Distinguished Fellow in Asian and Security Studies, Stimson Center 

Joel S. Wit is a Distinguished Fellow in Asian and Security Studies at the Stimson Center. Wit is an internationally recognized expert on Northeast Asia security issues. As a U.S. State Department official, he helped negotiate the 1994 US-DPRK Agreed Framework and was subsequently in charge of its implementation until he left government in 2002, holding countless talks with North Korean officials, including the military and nuclear establishments.
