Toward Global Water Security, a report produced by the Atlantic Council and U.S. Water Partnership, outlines a process for forging a stakeholder-driven, “Whole of America” water grand strategy. After assessing how the United States government and other stakeholders engage on water issues abroad, the report asserts that the United States needs a water grand strategy if it is to lead the world toward a secure and prosperous future.
